To the Italian minister of Foreign Affairs, Emilio Visconti-Venosta (1829-1914), in response to an official request from the Italian government concerning the treatment of Polish refugees on the French border as a result of the unsuccessful January Uprising against the Russian Empire. Nigra relates information that he obtained from the French minister of Foreign Affairs, Édouard Drouyn de Lhyus. According to Drouyn de Lhuys, the Polish refugees were allowed to enter the country and were allocated minor financial support in view of the "scarcity of the treasury".
