Richard Cobden (1804-1865) économiste anglais, théoricien du libre échange : L.A.S., 12 mars 1857, à Henry ASHWORTH, à New York ; 4 pages in-8, timbre sec House of Commons, enveloppe ; en anglais. Il adresse à son ami une lettre d’introduction auprès du Président des États-Unis [James BUCHANAN, élu le 4 mars], dont il espère qu’elle lui assurera un accueil amical. – Ici, on est au milieu d’une grande mêlée : le monde politique a été jeté dans des convulsions par le résultat de sa proposition sur la guerre en Chine, à laquelle il avoue n’avoir pas attaché beaucoup d’importance au début.
Le vote a été très honorable pour les Communes, et quel que soit le résultat des élections, il aura l’effet salutaire d’arrêter la propension à la violence et à l’arrogance dominatrice parmi nos agents et officiels à l’étranger. Il n’essaiera pas d’entrer dans les détails des mouvements politiques, que son ami pourra glaner dans les journaux. Il y a un grand effort pour faire montrer une fièvre PALMERSTON, mais c’est l’œuvre de cliques et de coteries, et il s’effondrera avant quelques réunions publiques. Nul ne saurait prévoir le résultat des prochaines élections. Cobden pense qu’il n’y aura pas de grand changement dans la force relative des partis, mais son ami entendra sans doute de meilleures analyses de ceux qui sont moins dans le tourbillon, que lui... Il s’intéresse au chemin de fer dans l’Illinois, et voudrait entendre son opinion, à son retour....

But with regard to Peels late bill for regulating the Bank, & the paper issues of the country, I do not see that it has been proved to be too stringent in its operations. On the contrary, the late gambling excitement in railways occurred after the passing of that measure-and the present depression arises more from the want of confidence & other causes than a deficiency of circulation and declaring: the nations of the Continent are groaning under the cost of their warlike establishments, which are everywhere unpopular, not only with the tax payers, but with those who have to serve as conscripts in the army"..
